Human Resource Officer

Who are we?

People in Need (PIN) in the Czech Republic-based NGO working in relief and development sectors. See more at www.peopleinneed.cz. Present in Armenia since 2003, PIN has been focusing on issues of illegal migration, repatriation assistance to returnees and prevention of child trafficking, and more recently, job creation and support to small businesses and tourism.

Where are we now?

In 2020 PIN launched an EU-funded program aiming to mitigate the adverse effects of COVID-19 and to contribute to the longer-term socio-economic resilience of vulnerable groups in Eastern Europe, including Armenia. PIN has activated an emergency response for Armenia in the early days of the conflict – mobilizing its HQ surge team and releasing private funding to launch immediate relief interventions in Syunik, Ararat, Armavir and Tavush, focusing on distributing essential hygiene items including COVID-19 prevention items and messaging, launching a child-friendly space in Goris (Syunik region) as well as conducting a joint assessment Alliance2015 partner ACTED and REACH. PIN continues with the response and prepares for the scale-up of the response. PIN has offices in Yerevan, Goris and Gyumri.

Your role will be:

  • Be responsible for the implementation of HR procedures within the mission and effective delivery of HR services:
    • Follow up recruitment process of candidates, hiring and induction process of new staff,
    • Organization of employee evaluations, capacity development and training of the staff,
    • Preparation of travel and HR orders according to Armenian law, provision of certificates based on need, employment terminations etc.
  • Ensure a transparent recruitment process.
  • Apply HR policies, rules and regulations and ensure that staff is following them.
  • Monitor all the PIN’s mission staff employment contracts conditions and inform relevant line manager about the upcoming changes (upcoming end of probation period, upcoming contract expiration etc.) and ask him/her for the action/decision to be taken.
  • Ensure updates of HR policy and other relevant documents and ensuring that they are available in relevant language versions.
  • Ensure maintenance/ update of HR processes, tools (checklist, folders, server etc.), documentation (organigram, ID cards for staff, staff leave overview, staff contact list etc.).
  • Follow the local legislation related to employment and keeps the CMT updated about the actual version.
  • Yearly update the Armenian national staff policy in coordination with CD.
  • Ensure correctness, correct administration and archiving of the HR documentation.
  • Other HR-related tasks as assigned by the line manager. 
 

You will be an ideal candidate if you:

  • Have experience in working in the field of Human Resources for at least 1 year
  • Speak and write English and Armenian on a professional basis
  • know the Armenian labour legislation
  • Are a highly organized person with attention to details
  • Can use Microsoft Office (Excel, Word), Internet, Outlook
  • Have excellent communication skills and are able to deal with different types of people
  • Are an honest and reliable person with a positive attitude to work.
