CALL FOR TRAINER(S) ON GENDER EQUALITY AND SOCIAL INCLUSION, GENDER MAINSTREAMING IN ALL POLICIES

People in Need (PIN) and WINNET Armenia Network of Women Resource Centers are announcing a call for a trainer (training company) to conduct “Gender Equality and Social inclusion, Gender mainstreaming in all policies” training program within the framework of“Strengthening and scale-up of WINNET Armenia Network in the regions” Component of the “Future Today: Empowering Women, Youth And Children For Deepening Democracy In Armenia” EU-funded project.

The participants of the training program will be project beneficiary Women Resource Centers (WRCs)

Background
Starting from April, 2020 WINNET Armenia Network of Women Resource Centers with the support of United Nations Population Fund is implementing the “Strengthening and scale-up of WINNET Armenia Network in the regions” Component of the “Future Today: Empowering Women, Youth And Children For Deepening Democracy In Armenia” 3 year EU-funded project. The initiative is based on the main Components of I) strengthening the organizational capacity of WINNET Armenia Network and member Women Resource Centers (WRCs) to enhance their effectiveness and sustainability and II) providing women’s economic opportunities through creation of Social Enterprises for women, mainly for those in need in Shirak, Lori and Tavush regions of Armenia. Under this initiative, WINNET Armenia works with its strategic partner People in Need NGO to identify opportunities where additional investments in capacity building of WRCs will drive organizational change to produce sustainable results and to provide innovative solutions on social entrepreneurship with the aim of supporting women and empowering local communities.

Why Gender Equality and Social Inclusion? 
CSOs are institutions of power in any given context: as the recipients of immense resources and decision making, their actions and decisions carry significant weight for the lives of the vulnerable and marginalized.  Whereas gender equality refers to the equal rights, responsibilities and opportunities of women and men and girls and boys, social exclusion is the involuntary exclusion of individuals and groups from society’s political, economic and societal processes, which prevents their full participation in the society in which they live. As the conveners of civil society, Women's Resource Centers have the potential to become diverse, pluralistic platforms that amplify the voices of the most marginalized and excluded. In project planning, design, implementation, monitoring and evaluation, there is need to identify key indicators that will help in measuring the impact of the project on all targeted individuals and genders. To do this, appropriate tools are necessary, particularly with respect to measuring gender equality and social inclusion.

Scope of Work
Overall objective of the training course is to introduce the concept of gender & social inclusion and the importance of reaching marginalized groups who are excluded from civil society and civil/political and socio-economical life more broadly, as well as to improve individual and institutional competences to mainstream gender into the different sectorial areas and throughout the different stages of the development of any policy/programme/project.    This training course will equip participants with knowledge on the appropriate tools that can be used to measure the extent of social inclusion and impact of projects and policies on gender dimensions.

The trainer(s) will be expected to (applications can be received both for all and for some of the given areas of expertise):
 
  • Introduce gender-related concepts and gender mainstreaming. 
  • Introduce legal and political frameworks for gender equality. 
  • Focus on gender mainstreaming in organizations. 
  • Introduce gender-sensitive approaches to local and regional development projects. 
  • Present guidance on mainstreaming gender at different stages in the project cycle. 
  • Introduce approaches for mainstreaming gender in policy development frameworks.
  • Introduce concepts and tools on gender-sensitive budgeting, local planning and policy making.

Trainers are required to provide a final report after the training (including pre/post-tests analysis showing thegrowth of skills/knowledge of participants).


Required Profile:
Applicant trainer(s) should ideally have:
 
  • Experience in conducting relevant trainings for CSOs, media and women in communities;
  • Experience of developing training curricula for local civil society organizations;
  • Relevant experience working on gender-related projects in Armenia, such as experience in gender mainstreaming, equality, and women’s empowerment;
  • Demonstrated understanding of gender equality and women’s empowerment;
  • Proficiency in gender and economics issues;
  • Fluency in English is required;
  • Excellent verbal and written communications skills;
  • Excellent analytical and writing skills.  

 
Training location: Marzes of Armenia (online or offline)
Number of training participants: ~ 15
Period of performance: May-June, 2021

The curriculum of the training to be presented to PIN after signing the contract and to be finalized before thetraining  based on joint discussions, taking into consideration project’s specifications.

All final documents to be submitted in English.

About WINNET Armenia
Women Resource Centres in Armenia have originated among women living in rural areas, when local women enthusiasts started working proactively to address local community development and women’s issues. Later, organized as Women Resource Centers, they have united and formed WINNET Armenia Network of Women Resource Centers with a mission to support economic and political empowerment of women in Armenia through establishment and development of women’s resource centres at four levels: community, federal, national and regional. Today WINNET Armenia is an umbrella organization unifying 9 Women Resource Centres in four regions countrywide.


About Future Today Project 

This procurement case is announced in the framework of the “Future Today: Empowering women, youth and children for deepening democracy in Armenia" programme, funded by the European Union and implemented by UNFPA.

“Strengthening and scale-up of WINNET Armenia Network in the regions” Component of the “Future Today: Empowering Women, Youth And Children For Deepening Democracy In Armenia” project aimed to tap the full potential of women for the benefit of women themselves and the society generally.  Activities envisaged within project component are; strengthening and scale-up of WINNET Armenia Network in the regions, preparatory work and establishment of new WINNET centres in 3 regions, capacity building and scale up of three initiative groups (registered centres), including but not limited to organizing conferences about WINNET network, the new centres are
functioning as social enterprises. Key approach would be networking on various levels, flexibility and process-oriented manner of the interventions as well as transferring of the existing expertise by mentorship programs at individual as well as organizations levels including providing the networks access to key country evaluations (e.g. UNCEDAW), studies and data on gender equality in Armenia and their recommendations.
